    Biography

    Debra Hall is an attorney and an ARIAS-U.S. Certified Arbitrator. Additionally, she has completed formal mediation training at the Strauss Dispute Resolution Institute at Pepperdine Law School and is a former government litigator. Most of Debra's 30-year legal career has been devoted to reinsurance and insurance matters involving a broad array of issues, including collateral, setoff, claims estimation/acceleration, finite re, workers' compensation (including carve-out), sub-prime mortgage insurance, property catastrophe reinsurance, asbestos, commutations, reinsurance contract wordings and interpretations, regulatory and receivership matters.

    In late 2008, after extensive experience with the drafting of (re)insurance arbitration industry procedures and manuals, Debra established her own firm to provide arbitrator,umpire, mediation and expert witness services to the reinsurance and insurance industry.

    Prior to establishing her firm, Debra was Senior Vice President for one of the world's leading reinsurers, Swiss Re; Senior Vice President and General Counsel for the Reinsurance Association of America (RAA) for more than 14 years; and General Counsel of the Illinois Receiver's Office. Prior to that, Debra was a government litigator, as a Special Assistant Attorney General, for more than 7 years.In that role she supervised litigation as well as acting as trial counsel for a myriad of matters, including many temporary restraining orders, several class actions and many hearings on preliminary and dispositive motions. In her role at the RAA, Debra was trial counsel on the Integrity claim estimation/acceleration dispute, has drafted more than 50 amici briefs filed in state and federal courts, authored many state statutes and regulations and spoken at hundreds of industry events.
