RunOff Re.Solve provides specialist turnaround, restructuring and advisory services to the global insurance and reinsurance industry particularly in regard to discontinued or “run off” liabilities. Mr. Rothseid has over twenty five years of professional experience within the insurance industry as a: private practice lawyer (licensed in Pennsylvania and New York); general counsel and director of American and Bermudian property and casualty run off insurers and reinsurers; managing director of a London Market run off insurer and reinsurer; and partner with a global professional services firm. Andrew served as the Commutation Plan Advisor for GTE REinsurance Company Limited, a former Bermuda domiciled captive insurer and reinsurer. The GTE RE Commutation Plan was the first accelerated closure of a solvent US property and casualty insurer or reinsurer under the Rhode Island statute entitled “Voluntary Restructuring of Solvent Insurers.” Andrew designed, drafted and implemented the GTE RE Commutation Plan and negotiated the terms with the Rhode Island Insurance Department and GTE RE’s cedents. In October 2011, the Association of Insurance and Reinsurance Run Off Companies (“AIRROC”), a worldwide association focused on the legacy or “run off” insurance and reinsurance markets, awarded its 2011 Person of the Year to Andrew and Gary Lee of Morrison & Foerster LLP for their work on the GTE REinsurance Company Ltd. closure. Andrew also oversaw the run off of Y-Mutual Insurance Limited (Bermuda). This Bermuda captive reinsurer went into run off in 2007 and, having discharged all of its reinsurance obligations, has been liquidated on a solvent basis five years earlier than originally anticipated. Andrew is a non-executive director of Pioneer Underwriting Holdings and a former board member of ACA Financial Guaranty-a monoline financial guaranty insurer where he chaired the Corporate Governance and Compensation Committees.
